Try using software mode in GSdx, and don't forget to set extra rendering threads to 3 (also in GSdx)

exactly same result
minimap freaks out a little more - still working for me

Use DX11 version of GSdx as you're using Windows 7..Then try again using either Hardware or Software mode..

gdsx directx11
hardware mode:
ee 100%
gs normal area 10% low level area 25%
fps about 25 in normal areas
fps about 40 in low level areas
sound going along minimap still buggy
software mode:
ee 100%
gs non-changing 10-15%
fps about 22 in normal areas
fps about 40 in low level areas
sound going along minimap still buggy

its there i just cant see the value - gonna set window size to 900x900
vu in software mode around 17%
vu in hardware mode also around 17% but with more highs and lows 0-25%
im not sure if vu is affected by whether i use hw or sw mode
i also get a ui jumping from 0 to 1 once in a while and a state=0

I think that your system might be to powerfull for PCSX2.
Wait, that makes no sense. Have you tried any other games? It might be just some bad optimisation in PCSX.
