It will give you maybe 50 fps in Final Fantasy X at Native Resolution, and maybe 2X native resolution. I don't know about other pcsx2 games. For PC games, you may be able to play on low to mid settings (depending on the game). If you are buying this, don't pay more than $20 for it, and even at that price it's a rip off. Of course that depends on where you are and what kind of card you have now.

There is no video card with the name "Radeon HD 3600". I'm assuming you meant using the Radeon HD 3650, which is in the Radeon HD 3600 series.
It should be good enough for basic PS2 emulation.
That said, it will not be able to handle new PC games except with minimum settings and a low framerate.
