That's a speedhack used for CPUs that have more than two cores. It actually increases your performance in Software mode. I don't see why MTVU would actually cause any slowdown, especially if you are playing in hardware mode.
PC Specs:
PC: HP Omen 15 dc-0051nr laptop
CPU: Intel i7-8750H (2.2 GHz up to 4.1 GHz)

It depends on how much the game relies on tightly timed instructions from VU 1. Depending on the code path, the overhead from multi-threading the instructions could be higher then just running everything on one core.

Here is a very interesting article about mtvu in PCSX2 around the time it was added and the thoughts and issues surrounding it. https://pcsx2.net/developer-blog/89-threading-vu1.html

have you testet without or not?
I'm using pcsx2 for a looong time now and there were several cases
activating MTVU has problems in Games because of described timing issus
SotC for example has severe slowdowns and runs better without
remember PCSX2 is avery "hacky Emu...

The game in question, Gran Turismo 4, is one that is safe to run with MTVU and will get a small speed boost.

On my older desktop, I've used MTVU because it had a pretty good CPU, but a horrendous GPU. I've played games like Gran Turismo 3 and 4, Midnight Club 3 Dub Edition Remix, and ATV Offroad Fury 2, and I gotten stable speeds across all the games in a majority of the area, with the exception of ATV Offroad Fury 2.
