Ace combat Zero The belkan war cheat not working

I'm using bios(of pcsx2) of 2008 usa (NTSE)
CRC code of my game 194C9F38

I used   http://forums.pcsx2.net/Thread-PCSX2CE-P...ile-Editor
and used @miseru99 's given codes    http://forums.pcsx2.net/Thread-Post-your...e?page=136

but after putting my .pnach file in pcsx2/cheats folder and in cheats_ws folder(carefully)

and starting the game,my game runs normally(without cheats) which means (i think) cheats are not recognized so please tell me what's wrong!!
also there are many versions of ps2 like gameshark,codebreaker etc so i want to ask how do i find out what is the version of my emulator or game......i'm playing ace combat 0 by iso

The cheats are for NTSC-U, while your game is PAL. Cheats don't work interchangeably between different regional versions. Find and use cheats for the PAL version
