In cheats_ws of the PCSX2 folder. I also created another folder cheats. None of them work.

Then nothing will work then.

I tried another version, 0.9.8 and I get this:

[wx] can't open file 'cheats\428113c2.pnach' (error 2: system can't find the file.)
No cheats found. Resuming execution without cheats...

Take a screenshot of your folder.

It's possible your pcsx2 is running as portable version.. in which case the cheats folder needs to be located inside the root folder instead of My Documents (Documenten). Give that a try.
