You really should mention your budget since there is no point recommending you the most expensive parts when you can't actually afford getting them..

Here's a build that i think is pretty decent.
(i included the price and the retailer next to each product for quick reference, only used the 2 retailers you provided)

CPU: Intel core I3 530 2.93ghz: 5750php (gilmore pc)

MOBO: MSI H55-GD65 Intel H55 /4XDDR3/GBLAN: 6000php (gilmore pc)

(I did not touch upon the CPU and Mobo since its a pretty good choice and futureproof because of the newer platform)

RAM: 2x Kingston 2GB PC3-10600 DDR3 1333: 5000php (2500php per module) (gilmore pc)

Video: MSI R5770 1GB DDR5 128BIT: 9150php (gilmore pc)
(out of the cards presented on both sites this one is the best bang for the buck, has about the performance of a HD4870 with DX11 support)

PSU: GIGABYTE Superb 550: 2888php (VillMan Computers)
(Only Brand PSU i found on VillMan, i'd suggest that one over any no name brand)

Total: 28788php

Now i d'ont know if you also need a new Hard Drive and Optical Drive.
(or will you re-use your old ones ?)

for 2080php you can get a Samsung 320gb 7200rpm SATA HDD
and for 1100php a Samsung DVDRW SH-223C 22X SATA DVD burner (both from gilmore pc).

but these two will make you pass just a little over your 30000 mark.

The combined total for all parts including the drives would be at 31968php.

Hope this helps you a little and good luck on your build Smile

Hm indeed pretty nice build there. I'd get a gigabyte mobo but I guess those would rise the cost above your budget. If you overclock that PC to let's say 3,4-3,6 Ghz PCSX2 will run great on it Wink

why not going for nvidia that GSdx loves it than ATi??? Huh
Main Hub:i5-4670(3.4Ghz Factory Clocked),ATi Radeon HD7770(GDDR5+128-bit+1GB),Win 10 SL(x64),ASUS H8M-E,8GB DDR3 RAM

GSdx used to have some issues with ATI cards but these are long fixed. There is no reason Nvidia cards would perform differently than ATI cards with PCSX2 these days.
