Well, I found the required/recommended specs through a thread in here but I'm not exactly the most hardware savvy guy around so I'm not exactly sure if my laptop can run PCSX2 or how well. I don't think my CPU is enough to meet the recommended but I can't really tell if I can meet the minimum. The reason I'm looking into emulators right now is because I don't have the money to get a converter for my PS2 so I can play it on my HDTV... And while some games don't look too bad... something like FF12 makes me want to claw my eyes out lol.
Anyways, I'll post my specs in case anyone wants to give me some input on it. Question still stands though, since some less tech savvy people might find it handy.
I have a Toshiba Satellite C655 laptop.
Processor: Intel Celeron CPU 900 @ 2.20 GHz 2.19 GHz
RAM: 2g (1.87g usable)
x64 OS
Attached is a screenshot of my graphics properties.

I was afraid of that. And this laptop isn't exactly old either... It wasn't designed for anything complicated though I guess, and I did buy it rather quickly due to my old laptop running on it's last legs lol. Oh well. I'll deal with ***** graphics until I have a job again I guess.
Are there any other PS2 emulators that might not be as powerful? I guess that's rather doubtful but it's worth a shot.
Even with 0.9.8 you won't get much of a performance boost out of it. That laptop is just bad. Sorry to say. I'm almost wondering what you paid for it, seeing as you mentioned it's 'not that old' yet.
