Planetside 2 is an extremely demanding game, just saying. Have you tried setting everything to low first, then working up?

Can you check your GPU temp with GPU-Z also? It could be your GPU overheating.

your laptop is throttling, special at those temperatures those temperatures are consider dangerous imo on desktop pc on laptop at those temps your just asking for the throttling to happen

It could be just that Planetside 2 changed something in their engine/game that is now more demanding to your laptop to cause it run at very low FPS.
Just because you didnt specify in the OP... Does PCSX2 run at low FPS, do other games also run at low FPS ?  Note to self: learn to write shorter posts
