there might be some lag on games like SOC , ZOE2 and other demanding games with the suggested hardware but, it will surely play most of the games over 60+fps while overclocked to something above 4ghz in case of the g3258 and the other i3 and i5 Haswell processors will handle pretty much most of the games in stock speed very well. Yeah, just get an entirely new build. G3258 + R7 260 (or 265 if you're commited) + 4GB RAM = playing most near everything

These 2 are not really some game cards... you should buy a second-hand card, for 60$ you can have something nice to play at x2, like a gtx560, hd6870, something like this.

The 240 there is only 10% stronger than your current card, the other is weaker.

Get R7 250, it is just a little more expensive. I have it and it is great in PCSX2. I don't think it will improve your FPS. Your CPU is main problem.

currently, your cpu is on the weaker side. you should try getting a LGA 1150 mobo and a G3258 to get the high increase in performance. the GPU upgrade wouldn't have much effect in pcsx2 on your PC.

Great then, I've got a few mobo's lined up and CPU's. I run an HTPC with a frontend XBMC (yes, xbmc, not yet up to Kodi) and the emulators and internet videos can surely use an upgrade.

What are everyone's thoughts on these models:

GTX 560 Ti
GTX 750 Ti
GT 740

I'm also keeping tabs on an Radeon R7 at the moment. I'm looking to meet the minimum, but also want some comfortable overhead.
