link your audio plugin setup ? try the recommanded options,
In wich game ?
On res x4 without msaa, if your cpu runs at the right speed, there shouldnt be big problems in all games.
i5 2500k@4,9ghz / Gtx980 Msi Gaming / 2x SSD Samsung 840pro 256gb / Acer Predator 24" G-sync

Neither. Use SSE41 when you're playing with D3D11 HW. AVX2 for Software Mode.

Tales of the Abyss can run at 4k HD on my rig, (with some minor slowdowns), and that's at 3.40 GHz. Your CPU is more powerful, you shouldn't be experiencing any of these slowdowns if you did everything that was suggested. (Not sure why you were told to OC that CPU to 4.5 GHz, because that's overkill and completely unnecessary).

What are your temperatures like when playing the games?
AMD Ryzen 5 3600 @ 3.60~4.20 GHz | Corsair Vengeance LPX 32 GB (2x16GB) DDR4-3200
MSI GeForce GTX 1660 Super @ 6 GB | Samsung 980 1TB | Windows 10 Pro x64 (22H2)

I'll try using SSE41 maybe that's where my problem is. My temps are normal and usually my CPU doesn't use 100% just around 45-55%.

Ryudo its overkill for pcsx2 but when you got a non oc serie K, its dumb thats all, its not useless to oc even if its the fastest cpu, all is faster.

It's NTSC. The games are playable It's just the sudden FPS drops that annoys me. I do get some graphic glitches though. I get drops like ever 6-9 seconds
