Way too many combinations to answer properly, stock vs overclocked vs budget. A better way to put it would be to use CPU frequency + DX10/11 GPU.

For example, a 3.5Ghz - 4Ghz Intel or AMD Dual or Quad Core CPU + nvidia or ATI DX10/DX11+ 256bit 512Mb+ GPU.
Intel E7500 @ 4.00ghz 400 fsb / Asus P5QL Pro / 4Gb Kingston RAM / PNY nvidia 9800GT 512Mb / Creative X-Fi Music 24 / Vista 64 SP2/

i was trying to not make budget superhigh lol
else i would have said i7 with trifire 5870 as well

and the 5870 because its a very powerfull card and not extremely expansive
besides once he gets more money he can add a 2nd one for crossfire
looking at the future its wiser to buy a new generation GPU

GPU's not very important in the emulation.

The 5870's expensive.. I've just bought one.

Even then, a 5870's overkill..

A 9600GT will play every game out comfortably still..
