I'm sorry, I'm a bit new, but what do you mean by fake FPS? How is that even possible?

And what does full motion video do exactly?

About fake FPS, let's say you maxed the VU Cycle Stealing speed hack...

As a result your FPS increased up to 60 FPS, but your game felt it been slowed down and do not reflect the FPS shown at the title bar...

I don't know much about FMV, maybe other member can explain it for you or read here...
