Your specs are pretty weak especially the 1.795 ghz and the fact that it is a i3. I'm guessing speed hacks can offer some hope but don't expect any miracles. The gpu isn't fantastic either and will only allow you to play at native res most of the time. Better stick to playing on the ps2
System Specs
CPU:AMD FX 8350 3.5ghz turbo to 4ghz
GPU: Sapphire HD 7750 GDDR5
MOBO:Gigabyte GA-78LMT-USB3 Rev 5.0
RAM: 8GB
OS:Windows 8.1 64 Bit

Pcsx2 is far more demanding than any native pc game, so don't compare the two as it's completely rediculous.

I just read the minimum specs page and my laptop beats most of those specs, my CPU is in the midrange level and ram is perfect same with OS i just need some good settings, i can run every other (stable) emulator apart from PCSX2

Try speed hack set to 2. Set res to native.set clamping mode to none. Experiment with different settings but still be held back by the CPU. Sorry mate not much you can do. Pcsx2 is cpu demanding and your cpu isn't up to par.

This should clear your doubts.

Your clock speed is very low and the fact that it is a laptop cpu doesn't exactly help the situation.
