Maybe you could use MTVU hack. (Even if you probably won't need it)
apart from it, default settings from the config guide should be ok.
CPU : AMD Ryzen 7 3800X
Mobo : Asus PRIME B450-PLUS
GPU : NVIDIA GeForce RTX 3070
RAM : 16 Go

Default settings for everything will work fine and you can even increase the resolution a bit as well shouldnt see any major difference above 3x tho for those games. DirectX 11 will work perfectly for those 2 games Will need to hit F9 to switch to software mode for FFX-2 FMVs tho other then that default will work perfectly fine and setting MTVU with the latest SVN wouldnt hurt at all. Even tho it proably isnt needed for your setup for those 2 games

There are only a thing or two new in 0.9.9. If you have read the 0.9.8, you should know what plugins are most compatible under Windows, and which version of DirectX is better.

95% of configuration guide for 0.9.8 were usable for configuring 0.9.9
