Bottleneck my GPU?

Question 
This might be a difficult answer but is it possible to bottleneck a GPU to increase speed? Unsure BTW I never bottlenecked my GPU before.

I think bottlenecking GPU makes the CPU run more power than having the GPU to run least power but the EE of PS2 clocks at 294MHz and the GS clocks at 147MHz, I have no idea of whats going to happen but I leave the answer in standby.

What do you want to achieve? What is the actual problem?

Sure if your gpu is bottlenecking your system you are not hold back by your CPU... But this doesn't mean that you achieve something better. You can use a hammer and smash your gpu... Than you are bottlenecked due to lack of gpu...

How are clockrates of the ee and gs related?

idk my CPU is clocked at 3500MHz and my GPU is clocked at 2048MB, maybe my CPU is more reasonable, I think I'm ready to use a real PS2, soon... And my computer might needed a better CPU for software render.

While 3.5ghz is actually a possible value for a clock frequency it does not tell you how powerful your CPU is. On the other hand 2GB are really not a clock frequency and again it doesn't tell anything about the power of your gpu.

What do you want to achieve? What is the problem?

I wanted to use software mode cause it looks pretty and good but it all depends by the CPU itself, should I overclock a tad like 300MHz or should I get a new CPU, just to use it as if I wanted to get average frame rate like 35-50 FPS. I used Burnout 3 as the game I play a lot. Without much like aggressive speed-hacks put onto emulation.

Burnout is quite demanding.

Please provide the full.emulog after you observed the problem.
Please screenshot all settings in emulation settings and gsdx plugin settings.

No, you're going to want an Intel haswell quad core for software buddy. AMD cpu's aren't very good at emulation.
