What is use of adding users to add in buddies? Can we get notifications about his posts?

Doesn't really matter does it? People have to accept the buddy request in the first place.

see when friends are online and what they're doing. Also quicker access to PMing

I don't believe anybody uses it, or cares for it. I don't even know why it's an option in forum software, it's not like there's a messaging client.
