Budokai Tenkaichi 2 and Vice City Stories lag

Well, the title explains it all. It happens when multiple objects/people are on screen, I'm technologically challenged. I've pasted some information below. Do let me know if you need more.

Make sure you aren't running on batteries, ans set windows power plan to performance mode
If that doesn't help, just get a better CPU or play those games on your PS2 console.
Yours has an STR around 1400 while it would need around 1600-1800
