Not without using most/all speedhacks, the graphics does let it down alot as it is not dedicated and it is low-end.
You can also try downloading the latest beta which has a new speedhack that can drastically increase speed.

My laptop (specs in sig) is no where near high-end in the laptop range, and i get max speed in FFX, don't post false or/and misleading information.
You can get good speeds using laptops, depends on the game, the specifications and how you set up pcsx2.

Well, first of all: laptops are very different. Some of them could give nive FPS, some could not. The main two things you should to remember: videocard should be more-or-less 3d-accelerated and processor should be dual core. There is a lot of notebooks with very nice CPU, but overall crap videocard! It's even more important than raw CPU speed, and whole bunch of intel graphics are made pcsx2 cry -- they could not draw a lot of graphic's fast.

You have a core 2 duo, so you can at least use the SSSE3 gsdx plugin, so use that which should give a significant increase in speed. Check if your cpu supports SSE4.1, if it does then use that plugin.
