Can't Change Aspect Ratio in Certain Games - Nightly - v1.7.5356

In Timesplitters Future Perfect no matter what combination of settings I change, the aspect ratio is stuck at 4:3. This issue is also happening in a few other games, including Ultraman Fighting Evolution 3. I've checked YouTube and nobody seems to have a problem running TimeSplitters in 16:9.

I know some titles required you to set the PS2's internal aspect setting to 16:9 in the BIOS to actually activate the mode in game.
