But it's just a .jar File with files in it.

What do I have to do to Run it?

you can run it through a command line if jar files aren't associated to your JRE
java pcsx2ce.jar
CPU : AMD Ryzen 7 3800X
Mobo : Asus PRIME B450-PLUS
GPU : NVIDIA GeForce RTX 3070
RAM : 16 Go

Make sure you have Java installed (either 32 or 64 bit depending on your system). After Java is installed, just double-click the .jar file and it should open.

That was the Problem. I thought I had Java Installed but I did not
