set gsdx internal res to native, since your GPu is quite weak for pcsx2.
Your Cpu won't help either, BTW.

enable all recommended speedhacks and set ee cycle rate to 2 and vu cycle stealing to 1.

but don't expect miracles...
CPU : AMD Ryzen 7 3800X
Mobo : Asus PRIME B450-PLUS
GPU : NVIDIA GeForce RTX 3070
RAM : 16 Go

Sorry but even with all speed hacks(and anything for speed)...you won't get constant full speed on any 3D game.
As jesalvein said, your GPU is quite weak and the CPU even if it's x2 core,it's still weak for pcsx2 and 3D games

And about "gsdx internal"...it means, enable the Native checkbox in GSdx settings.PCSX2 will then run the game on the game native resolution

this is another weak GPU.
non-demanding games will be ok in native.

http://www.amazon.com/EVGA-GeForce-SUPER...00966IRKO/

Don't go cheaper / slower than that.
