One reason as to my suspicion you were just reading my specs, and since it wasn't a 2k 400 dollar I7 build you say I cant run it... was you never asked my plugin settings, you immediately just said it was crap.

Just to get an idea. Some those CPUs above it there already struggle with some emulated games. And yes, the game dictates the needed processing power, not PCSX2 itself.
Some advices to try and help getting a bit more performance were already given in this thread... like putting Windows in a performance Power plan and making sure the ATI GPU is being used instead the Intel's.
Just I fear it will not be enough to run most games at full speed even with speed hacks. You would be surprised how just looking at the specs may help knowing if the machine will do fine or not.
As said before, the games are what dictate the demand and those you pointed aren't on the easier side.

Indeed, that machine is not up to run most games emulated on PCSX2 but it may be able to run many PC games and some less demanding emulators. So I would not say it is crappy, just lacks the extra muscle PCSX2 needs.

i3 not worth it since it is like your cpu just with hyperthreads...an i5, any of them, would be better.

Not knowing why you prefer Amazon only, I can say that $150 is not enough for SB/IB i5. So your next best thing is a high frequency i3.
