How do I disable controller hotkeys?

I use a ps4 controller, and whenever I press circle it pauses the game, and whenever I press settings it opens a menu for the emulator. How do I disable, or remap these keys?

Close steam. Make sure it doesn't run in background

But the menu it opens when I press 'settings' belongs to the emulator itself. How does steam affect this?
