your athlon II is pretty weak for pcsx2 due to very low clock speed.
no wonder that desktop is only near 400 bucks.

don't expect magic configuration on that.

PCSX2 version uses:Custom compiled build 1.7.0 64-bit(to be update regularly)

Ok!
I'm gonna go ahead and say your laptop may actually produce faster speeds more often.
Both GPU are weak, and even though the 6320 is a bit better,
the slower processor may not even be able to push the extra FPS the better GPU could allow.
This is, of course, circumstantial upon the game at hand.
I'm just offering the estimation. Smile

Now that we've established how weak your system(s) are,
don't be surprised if the following advice doesn't provide great results,
or even acceptable results with remotely heavier games.

Utilize Speedhacks as much as possible.
Check the [Recommended] hacks, of course.
You may even need to max out one, or both cycle sliders,
and suffer through somewhat "broken" gameplay for playable speed.
Try using as little as possible to avoid the "jitters", or false FPS readout.

Perhaps most importantly, you should lower the internal resolution.
Never expect higher than "Native res" to work well,
and you may even consider using a custom res lower than native, like 384x384.
If lowering the res improves speed,
then you're definitely seeing a GPU bottleneck with that game (or particular scene).

It will come down to what game(s) you play.
Again-- anything remaotely heavy will not run well.
Something like FFX may actually be found playable,
but that's about the heaviest could handle.

A few more tips for squeezing out FPS:
  • Try recent SVN revisions of the emulator. They can be faster, and also include a nifty MTVU hack that may help sometimes.
  • As alternative to MTVU, you can try setting the VU1 recompiler to superVU1. I sometimes find this to help.
  • There are also hidden GSdx hacks available (see the config guide for how). A bit of the Skipdraw hack may help your speed, but it's also not always the best route.
  • Don't forget to make an ISO image of your game with ImgBurn to avoid performance loss from disc reading!
For more examples of games your system has a better chance of running, check the following thread. Smile
