What CPU do you have and what speed is it running at?
If your triple core is an Athlon II or a Phenom II, you may need to overclock it to around 4 GHz for this game, I'm not sure.
It has been a while since I tested this game out.
The last time I tested it (with 0.9.7 beta), I had to enable one of the interlacing (or was it deinterlacing?) modes, and even then, it exhibited some strange issues, like you describe.
I haven't tested it with 0.9.8 yet; I'm waiting until I get the new 2500k CPU I ordered online.
I should get it later this week via UPS.
My PCSX2 Rig:Windows XP x32 & Windows 7 x64.
i5 2500k @ 4.0 GHz.
nVIDIA GTX 460 1 GB.
