Ive put -EE cyclerate 2 -VU Cycle Stealing 2 and the fps seem more stable...but the video shakes a little bit

Your computer by default utilizes ALL cores a CPU offers unless it's blocked by the CPU itself (afaik the older tri-cores were basically failed quad-cores).

That setting changes the amount of CPUs your system uses. Few systems are capable of housing more than 1 CPU per motherboard. Even then, when it's unchecked, it makes use of however many you have, and if you check the option, it will attempt to find and use the number of CPUs you told it to use.

I think more people would have noticed if MS was lying to us and making us use only 1 core per CPU, huh?

It's a bullshiet video meant to trick people into thinking they'll magically get amazing speed results.

Well Ive tried to check it and I put the maximum of cores.
Then, when I restart the pc it always says that the cpu's speed is 2.30GHz =(
I have this processor http://ark.intel.com/it/products/52224/I...o-2_90-GHz
It says that I could speed up it till 2.90, that would be great for the pcsx2 emu.
How can I do it?

I told you not to touch the damn setting. Your laptop only has one processor installed, are you even listening?

Also your i5's default speed is 2.3 GHz. Nothing changed. The 2.9 GHz is the turbo boost feature and that only applies to one core at a time.

If you actually want a speed boost for PCSX2, there are a FEW things that can be done which MAY help squeeze a frame or two more, optimistically. They don't involve the setting for setting boot processors. Or a pagefile. Or anything that guy's dumb videos may suggest to "supercharge" your computer.

You clearly have no idea what you're doing, and you will just end up destroying your laptop by messing with stuff you shouldn't be messing with.

First, undo the boot setting you changed. You shouldn't have touched it as i told you in the first place.

Now, to hoping you actually get a little extra speed out of your laptop basically requires that you reduce the load it is under at all times by limiting the applications and services that go with them from running all the time unless absolutely necessary or when called.

That actually requires a more hands on approach and i'm not sure how to tell you to list your startup items and running services.. One solution is to let me take a look through teamviewer and you'll tell me which programs you'd like to keep running (like steam, your AV if you have one, skype etc) and which you'd be okay with disabling from running unless you start them.

Alternatively, proceed to download CCleaner from piriform.com. Install it, and go to Tools > Startup. Take a screenie of ALL the entries in it (since it's a laptop, i expect it will have more than 20) so we can look them over. Also a screenie from the Scheduled Tasks tab.
Run a scan and cleaning on the Registry menu too, it should get rid of a few things if you've never done this sort of thing before. The scan may look intimidating if you've had the laptop a long time, but that's okay, most of the entries are usually pointers to missing files or remnants from installers and redundant filetypes.

It's a feature of your CPU. There's nothing to download. It activates by itself whenever the load on your CPU goes up, and you can be certain it triggers when you run PCSX2.
