Answer is very simple.Your Graphics Card or GPU doesn't suport DX11. Only Radeon HD5xxx SERIES support it.

No, because I run dx11 games, and the dxdiag even says what version it is on! :'D

whaaaaaa only 5xxx series and 6xxx series of course support dx 11
we are right if it support dx 11 dx 10 will disappear ( happen with me i have 5670 ) because dx 10 is the same as dx 11 so dx 10 disappear and dx 11 appear ( it wont fix any bug if dx 10 couldn't )
so do some research before saying that your gpu support dx11

Then it is as Game told you before, your card doesn't support DX11 only features, that's why it shows DX10. DX11 games/apps can run on older hardware, they just won't be able to use the DX11 only features and that's the case here.

Also DX11 shouldn't have any extra compatibility over the DX10 renderer, whoever told you that was misinformed.

What Persona/FFX/BoF5 bugs are you refering to? Do you have them actually? Any screenshots?

Persona has clipping, FFX has clipping, BoF5 slows down like a mother....

okay, its my hardware, sorry game, looks like its time for me to get a new graphics card, thought the dual i7 would balance it out, but obvs not ><

There is a bit of misunderstanding here. Yes, your windows support DX11 but the 4xxx series only support DX10.1. Still, DX11 is not that big deal yet and the games that support it fallback to DX10 whenever any new DX11 function can't be used.

Although I read rumors about AMD launching a special higher end 4xxx series with DX11 support I can't say it was done and less yet if your card can deliver it.

In the end, all that can be surely said is 5xxx series support DX11, 4xxx... maybe, probably not.

Edit: sorry, the above posts came while I was just repeating them.

What clipping? Any screenshots? Are you sure BoF5's slowdown is due to the plugin? What's the actual name of your graphics card?
