Directx 10 not available in GSdx 0.1.16 r3623 with Directx 10 card (9650m gt)

Hi Everyone,

I have a fairly strange problem that I've done extensive searching on with no solution. I'm running PCSX2 0.9.7.3113.

Keep in mind I've already done the following:
Installed the 2008 C++ redistributable.
Installed the latest DirectX
Installed the latest DirectX SDK Redistributable.

I've also found an older version of GSdx that will show me DX10 (GSdx 0.1.15 r1354) and it actually works when I select it and load a game.

My system specs are as follows:
Asus N80Vn Laptop
P8600 2.4GHz C2D
9650M GT forceware 259.47
4GB RAM

I've included a screenshot of my GSdx options as well as GPU-Z showing the specs of my video card:

Geez I feel dumb. I assumed that the Vista Platform update would have been installed with all the other vista updates I did :/. My other comps are W7 machines so I guess I never had to bother.

Sorry for spamming up the forums with a simple question and thanks for the help.
