Ive done a lot of googling and scouring this site and have a "pretty ok" setup for starters. But would love to hear what some of you vets think.

Trying to see what the best GS setup woule be for my system.

Next upgrade is a new CPU. But I got it running a few games pretty decent. Nothing to overpowering. Any suggestions considering what I have in it.

Well, make sure you're using the SSSE3 version of GSdx, under Config -> Plugin/BIOS Selector. Turning off use 8-bit textures(under GSdx plugin settings) can sometimes reduce cpu load a little.

Other than the EE and VU cycle hacks, and MTVU(which can increase performance on a dual core), there isn't much else you can do to increase performance.

Actually, you could probably overclock that thing pretty easily. I used to have an E4500 and I ran it at 3GHz instead of the stock 2.2GHz. It shouldn't be too hard to hit at least 2.8GHz, which is almost 30% higher than stock.

Just realized I'm using an out of date version of pcsx2, but the 8-bit texture option is still there.

Whoops. Had the wrong plugin, MY bad.

Oh and I dont think my MOBO allows for OC. The BIOS didnt have it as an option.

Try saikis low end dual core guide. He also has the same processor, you can ask him to have a rough idea on how well the processor will perform in pcsx2. Though, I wouldn't expect much.
