Emulation Speed Issues!

I am using the latest version of PCSX2 and I am trying to play Hot Shots Golf 4 (Fore), but the speeds go really high and low a lot, it will go from 19% speed to like 260 and back. Is there any way to limit the speed to 100% or stop the emulation from dropping to low speeds like 7 and 15%?

AMD FX-6300 (Not OC'd)
8 GB DDR3 RAM
HIS R9 270

Go to Config > Video (GS) > Plugin Settings and set Renderer to any of the software modes.

I did that and it still fluctuates a lot

In the same menu set Rendering threads to 3.

And check if speedhacks are on(config > Emulation Settings > Speedhacks). If they're already on, try setting EE cyclerate to -1(or set a higher preset in bottom left).
