Guys i figured it out!!
U just Have to download directx 10
LOl all this time ive been downloading direct x 9 and
everytime it wouldnt install
so i searched on the net for a while
SOmeone said to install direct x 10 end user run time
heres link

DX9 is DX10 and DX11(all of those are in one package)...you just need to download the newest update from February 2010

Yes its been answered in this thread if you would have bothered to read it.
Specs:
CPU: C2D E8400 @ 3.6
GPU: GTX 560Ti 2Gb
MOB: Asus P5QL
RAM: Crucial 4Gb
OS: Windows 7 64bit/XP 32bit

Don't use 0.9.4, it's very old by current standards. Use the public beta, and if that doesn't work fall back to 0.9.6.

Make dead sure you've properly update DirectX. Even if you think you have the latest version, do the update anyway.

I'm getting the exact same error message. I've downloaded Directx_mar2009_redist.exe and extracted it to my System32 folder, but I get no luck with the error message. It simply persists on saying I do not have the latest version of direct X.

Why extract,you need to install it and why did you downloaded 1 year old directx.The newest is from February 2010.
