Experiencing a stutter in all games

Hey everyone, attempted to figure this out on my own by playing with all my settings, but so far I have struck out. When I am running a game, I would say for about a minute the game will run at 100% speed without a hitch, but then the speed will drop to 80% for only a second or two, causes a really noticeable stutter effect, moreso during FMV's or in a game like God of War. I have tried changing everything I can think of, so I am open to any and all ideas.

CPU - Core i7-6820k 2.7 Ghz
Graphics Card - Geforce 980m with 8gb of ram
Memory - 32gb of ram
Operating System - windows 10 home 64 bit

[*]using PCSX2 1.4

[*]Don't have a ton of games, but I've tried the Iso versions of God of War, Shadow Hearts, FFXII, Kingdom Hearts, and Hunter the reckoning wayward (don't judge my love of terrible white wolf games, have the original on xbox and gamecube)

I'm running it on preset 2 - safe. window setting is set to widescreen.

You should run it on normal for 1. I have never used presets outside of default. 2. Make sure your laptop power setting are set to high performance. 3. Is your laptop getting hot?

If all that stuff doesn't work it could be your HDD seek time.

Turn off as much background garbage like virus protection software as you can.  Or the issue can also be due to having a virus.  Testing a pc game to see if the stuttor persists could determine if anything im saying is relevant to your issue.
