not a valid bug report.
moved to general discussion

moreover, this has been said numerous time that this "bug" has been known for long and hasn't been corrected yet.
use software mode to display FMVs ( F9 key) and switch back to hardware mode when it comes back to actual gameplay
CPU : AMD Ryzen 7 3800X
Mobo : Asus PRIME B450-PLUS
GPU : NVIDIA GeForce RTX 3070

restart your computer ? why ?

just press F9 ingame to switch to gsdx software mode. according to your pc specs, it'll be slow, but the Fmvs will display correctly.
when it come to gameplay, switch back to hardware mode

looks fine to me, except your pc isn't fast enough to play the movie full speed.

you can refer to the ffx-2 benchmark thread for what kind of cpu you'd need to get full speed

Yea it is slow, and it will be slow with a 2.1 Ghz processor, my old Q6600 @ 2.4Ghz couldnt handle the FFX-2 opening scene (ALthough i never got to try it with MTVU)
CPU: Intel Core i5 2500K @ 3.3Ghz
GPU: MSI Twin FRozr GTX560Ti
MOBO: MSI Z68A-GD65-G3 Intel Z68
