SVN builds are not supported, try with the latest beta instead:

Set the Clamping Modes to extra or higher and try from the last memcard save avoiding save states if you have been using them.

I think better than configure less quality, make a frameskipping.
Try using 3 frames draw, 1 frame skip.
Every 3 frames drawn, 1 will be skipped.
If you play a game with 60 FPS, it will make it run smoothly by doing only 45 frames. Don't worry, human eye almost doesn't notice difference between 45 fps and 60 fps.
This should make your game smooth in every part.

The framerate *is* going to drop, it happens to me some, but not even demi reduces my FPS so much on the newer builds of PCSX2. Overall I get smooth performance in the game except sometimes for scenes with a lot of stuff happening or way too many polygons to be rendered.
CPU: Pentium D 'Presler' 915 2.8 ghz 2x2MB L2 @ 3.5 ghz
GPU: eVGA [Nvidia] 8600GT 256MB SSC DDR3
Tested: FFX, FFX-2, FFXII, MGS3, KH, KH2, The Hobbit NTSC
PCSX2 FTW!

Demi is the only spell that lowers my FPS anymore. the newest Beta and the SVN builds after are running smoothly. all the time (and for fmvs you need the FFX hack in gamefixes)
