It worked fine on the stable 0.9.6 or what do you mean?

Use Direct3D10 Hardware and try an older GSdx like r1406 or r1398, what is your other settings?

I tried the older GSdx with Direct3D10 hardware but same low fps, i think all settings is like they were when i installed it, no speed hack.

Have you tried DX10 Hardware mode with the newest GSdx? It's probably your CPU holding you back, since it's a lower-clocked quad, whereas PCSX2 only uses 2 cores, so it benefits more from a higher-clocked dual core. You could try overclocking your CPU to see if you get some more FPS that way. If you can get it to 2.8Ghz-3.2Ghz, you probably will be able to get full speed.

Also, what is the CPU usage according to the title bar of PCSX2 when you play?
