so i tested it again with all 3 settings (time, async, off) - i could not reproduce the issue (i always went the route of turning off the emu, and the load from an ingame save instead of a snapshot)
this leads me to believe it occurs when you start the emu and then right on load a snapshot, the workaround is to continue a session from a save game - however once loaded that way, i didnt seem to have an issue restoring a snapshot when the game was normally started
