"Everyone at Best Buy and a lot of gaming friends agreed. "
Well they misled you.

Something with a mid range gpu like a 750m or higher and a i7 4700MQ would be good.

If you could give a specific name for the computer you recommend, then what would it be?

It is:
AMD A10-5745M APU with Radion HD Graphics 2.10 GHz
Its a touch screen HP laptop. Steam games like Slender and Outlast work perfectly with no slowdown even when recording with Bandicam, so why emulators?
Though N64 emulator Project 64 works perfectly.
It's not a bad laptop when it comes to pc gaming (well, not the best, but not bad for a laptop) Problem is you are comparing PC games to PS2 emulated games. Which is a ridiculous nonsense. In terms of CPU resources, Pcsx2 can be WAY more demanding than any PC games (they rely more on GPU power.)
CPU : AMD Ryzen 7 3800X
Mobo : Asus PRIME B450-PLUS
GPU : NVIDIA GeForce RTX 3070
RAM : 16 Go
