0.9.9 greatly improves speed. you sated your SAVE STATES do not work. this is true, you will need a memory card save to load on 0.9.9 from 0.9.8

They didn't. So I loaded from a memory card instead and the problem persisted.

do you have a desktop rather than laptop
because those 2 are different from it's performance and you can't compare those 2.
