Is this your 1st time using a computer ?
I suggest you first try to learn how to use a computer, then try to mess with emulators.

in case it's not, just use 7zip to extract it

You can extract it wherever you want. Typically extracting to "C:\Program Files" is a bad idea because Windows requires elevation for files to be written here, and this can screw up the configuration files.

sorry for my above comment, blenderhead was right.
then just launch pcsx2.exe

Which version did you download? Just install it the same way you did with the previous version you used for Battlefield or whatever it was you were having frame rate issues with. I just install it to my desktop so it's easy to get to when I want to use it
