both your CPu & GPU are weak, but it should be enough for this game.
I dunno why you need to enable so much speedhacks, though.
did you set your power plan to high performance ? not sure MTVU speedhack will help that much BTW.

And btw, why don't you set d3d renderer to Dx10 ?

Thanks I got it figured out now I Adjusted the framerates set them about 25% higher it makes the game slightly faster and the lag is still there but minor enough now that it doesnt hinder the game. I also put a skipdraw up to 2.
