nah, I got it to run at full speed on my 2.53ghz pc without speed hacks, it only lagged during rare points where there was lots of motion in the background.

You mite be able to get it to run near full speed with speed hacks.

EDIT:

Oh and make sure your running your game off an ISO you made from your CD. Remember that your harddrive speed is gonna be faster than your CD/DVD drive speeds. It may speed things up slightly.

.mdf should still work fine. My games are in mdf format.
