Windows comes with its own partitioning tools that do the job fine.
If you need more than that, there's good open source software available.

But, servers always limit in partition function, isn't it?
I tried in the past time, for example, it could not allow to shrink more than one half, or move partition and so on, i am not patient to use built-in disk management.
Gparted is the best partioniong tool that's free and great. It supports all unix formats as well as windows formats. It also lets you split a partition however you like (granted there's a rate of failure).
