GS Plugin not "initializing" on PCSX2 0.9.6

I researched why this pop-up can come up when you try to load a game...

And I figured out that for the plug in to "initialize" you need Pixel Shader 2.0 on your graphics card, but my computer (which runs Windows Vista Home Premium) has a graphics card with Pixel Shader 3.0 so how can I fix this?

We need more information, like system specs, what plugins you are actually using and any other errors you may have got loading the emulator.

Sound: SPU-X 1.10
Controller 1/2: Lilypad 0.9.9
Cdvdrom: Gigaherz's CDVD Plugin 0.7.0
Dev9: DEV9null Driver 0.3.0
USB: USBnull Driver 0.5.0
FireWire: FWnull Driver 0.4.0

Edit: Oh, and the emulator won't make internal memory cards, at least I think it's supposed to generate them on their own.

Update your directx to the newest(march 2009).When you do you must have the files d3dx9_41.dll and d3dx10_41.dll into your C:\Windows\System32 directory

run pcsx2 as admin (right click->run as admin)

I already updated DirectX about a week ago. Do I need to download d3dx9_41.dll and d3dx10_41.dll

Not yet, I can't get on the computer PCSX2 is on. How would it make a difference?
