I have Windows 7 32bit Pro, Nvida GeForce 9500 GT, and AMD Athlon 2 x2 250 processor.

use sse2 version of the GsDx
AMD can't use SSSE3

oh okay, it's just when i use SSE2 i only get about 25 fps when I play NFS Undergorund D:

your CPU won't be up to the task for a game like NFS underground.
Changing your GS plugin won't change anything in terms of FPS.
CPU : AMD Ryzen 7 3800X
Mobo : Asus PRIME B450-PLUS
GPU : NVIDIA GeForce RTX 3070
RAM : 16 Go

@tallbender bulldozer can handle SSSE3 Smile but indeed that's not the cpu he/she is using Smile

upgrading a CPU is the main priority.
that video card try to on-hold for the momment.

yes, since PCSX2 is emulating hardware, the PS2 OS, and run the game it chews through CPUs+^_^+

Well through some miracle I am now getting 55-60 fps and a low of 40 in some spots of the tracks. Ohmy
