Game moving too fast?

I've never really tried doing something like this, so it's probably something really simple. >_>

I'm trying to play Kingdom Hearts II Final Mix+, but I'm having trouble getting the framerate right I guess. Most of the time, I believe I'm getting about 70~ fps, and it seems like the game and music are in super speed, and then occasionally it'll slow down suddenly for a moment and be too slow.

Is this something that just comes with playing PS2 games on your computer, or am I doing something wrong? D: I've also tried playing FF12 International and a NA version of KH2, all with the same results.

Here's my specs:
Windows Vista Home Premium (64-bit if that matters)
Intel Core 2 Quad CPU Q8200 @ 2.33 GHz
6GB Ram
NVIDIA GeForce GTS 250

You believe or that's what you get?

Enable "frame limit" under CPU options or press F4 while playing to enable it.
