Overclocked it to 2.8 GHz and its still the same.

I guess 2.8 Ghz is just not enough for that game.

Wait a sec... what is your GPU? Your graphics adapter! If you have an integrated GPU that could be the cause of the issue because integrated GPUs are really slow with PCSX2 (my integrated GPU is so slow I wouldnt even get 20 FPS on games)

Also on PCSX2 0.9.7 I found it's best to limit the framerate to 30 FPS instead of 59.94 with a game like Final Fantasy XII then I can get full speed and more with turbo instead of just 40 FPS.

Oh and also, consider using speedhacks like VU cycle rate stealing. They'll improve your framerate a lot if it isnt your GPU.

If it is your GPU, use frame skipping. Draw 5 frames, skip 2.

It's his CPU, but I'm not sure why adding another 1/5 in CPU clockspeed would have no noticeable effect. (Only changes under 10% have no noticeable effect, and this applies to pretty much everything)

Actually, 2.4 -> 2.8 is more like a 15% increase. Assuming he's getting 30-40 fps initially, the overclock should net him 34-46 fps which, unfortunately, still isn't full speed. If he wants to get 60 fps with his current settings, he's going to have to overclock to 3.6 GHz minimum (2.4 * 60/40).

NAh I have that game it's not THAT hard to emulate I mean come on I get full Fps on 3.0Ghz anyways 2.8 should get him somewhere near 55FPS with SOME speedhacks

Then perhaps you might want to share your exact settings with him, including PCSX2 and plug-in versions.

By the way, if you're getting just 40 fps on 2.5GHz, I somehow doubt you'll get 60 fps just by overclocking to 3GHz. That's 50% performance increase for just a 20% clock speed increase which is somewhat unlikely. Unless of course, you're using PAL and full fps meant 50.
