Change Scaling to x4 and go to config->emulation settings->speedhacks tab and set VU cycle stealing slider to 2.

I tested all possible ee , but now he is 2.

I tested gs GSdx 0 (MSVC 18.00, SSE4) 0.1.16 [gsdx32-SSE4-r5875]
and AVX but it changes nothing

édit : all the gs emulation settings are default
