Git build and Silent Hill 3 help.

I was reading the Wiki last night and it said that Git build v1.5.0-dev-1517 with wrap GS memory would be able to fix flickering cutscenes. I downloaded the build and compiled it. It boots the game up with no problem and the flickering is fixed. But it's running it at only 18fps. Where in 1.4.0 I'm getting around 50-60 in cutscene, 60 in gameplay. Not only that the game plays in Japanese for some reason. Am I doing something wrong here? Any help would be much appreciated. 
Specs in case anyone wants to know:
CPU-Intel i5 3570k at 3.4 Ghz
GPU: Nvidia 970 OC edition
8 GB Ram
Windows 10 OS

I thought I included most of that haha

The game is on ISO. I'm doing full boot, not fast btw.
build v1.5.0-dev-1517
I'm running the game in Hardware with "Switch to GSdx Software rendering when an FMV plays" as a fix. I'm also running at 3x native. But nothing else besides that.

Please post the contents of the emulog.txt file after the problem occurs. The file can be found in "My Documents\PCSX2\logs" for the installer version or in "PCSX2\logs" for the portable/binary version.

You realize Silent Hill 3 has like, only 5 FMV cutscenes in the entire game right? It isn't like SH2.

None of the above cutscenes are spoilerish.

There's no point in putting so much effort into trying to watch the FMVs of Silent Hill 3.

If the game is booting in Japanese, make sure you got the NTSC-U or PAL version of the game (NTSC-U is superior). And check the language in the options, and allow it to create a save file.

You need to boot to the BIOS and set the language to English, then full boot the game for it to no longer be in Japanese.

When does the game run at 18 FPS, in the cutscenes when it's in SW mode, or also in-game in Hardware mode?

I wasn't aware of that. I had purchased and played through 2 on the 360 in the HD collection. After seeing how much slowdown that version had I decided to pick up the PS2 version to play 3. My CRT is only 10in so I figured it would be best to play on emulator. 

I got it at a local game shop, so it's definitely NTSC-U. Just seems like both languages are on the game and it's choosing to boot in Japanese while using my US bios. I only have a US model PS2, so I don't know why the Bios are trying to boot this one game in Japanese.

Boot the BIOS in the emulator themself? In the stable build 1.4.0 it plays the game in English. 

So far the low fps seem to only be in software mode during the FMVs.
