the decision should be solely based of 2 factors (overclocking works for phenomII and I7...)
1. money
2. if you plan to play games on the pc!

So assumin i would buy the Amd Athlon 64 X2 4800+ like how much FPS ill get >.< i dont have too much money to change all my system ....

I'd try to go a bit higher than that if I was you. I get low and I overclock my intel to 2.44, it's not that stable on speed. 2.6 is probably loads better. but as far as a 2.4, I get about 25-30 fps on heavy games. less than 15 on mortal Kombat

No dont wait, that may be hopeless, pcsx2 kind of limit now (with various options and hacks) except for compatibility with games.
