Can I run Kingdom Hearts 2 on it's lowest settings with these specs?

You might be able to play some light demanding scenes on good speed using speedhacks.

No, he won't. I've run KH1 on that CPU and it was unplayable. KH2 normally gets HALF that framerate, so the OP should stick to their PS2

Well actually I played the last bosses(from the save point till beating the last boss)on my ancient pc(Pentinum 4 2.8Ghz 6600GT 1GB RAM)and the speed was above 30-40(even 60 at certain places).
What allowed me to have such speed was the known code for KH2FM for the 60FPS bun using different value

patch=1,EE,20349E0C,extended,
3f800000 Normal Speed
40000000 Faster
41000000 Even Faster
40800000 Even FASTER

Nobbs66 at certain areas on my old pc on KH1 I got around 40fps without using anything special.

But 40 fps ain't fullspeed.

Using the code will give you full speed but the voices during cut scenes will be out of sync

my old C2D also has a similar Single thread performance compared to that processor and I managed to get 40-50 fps on some of the scenes and the lowest it went on was at some places where it hit 18-25 fps around some demanding scenes and it lasted only a while.

I would really appreciate it if the people that haven't tested that exact cpu would stop trying to argue with the only person in this thread that has used PCSX2 on that cpu.

well if you have tested the exact same processor then, you're probably correct. but the build factors might be different Wink
